Resumo: | This study investigates the process of operation and management of centers of technological innovation created in the institutions of science and technology under the Innovation Law. The main purpose is to understand them from their legal function of being instruments of technology transfer and innovation. Therefore, makes use of a theoretical framework that articulates both competitive intelligence and competency management in dialogue with knowledge management and innovation. The research strategy is the multiple case studies and the unit of analysis consists of the centers of technological innovation IEN (NIT IEN), the nucleus that assists seven institutions of science, technology and innovation in Rio de Janeiro (NIT Rio) and the nucleus of Federal Fluminense University (AGIR-UFF). Multiple sources of evidence were applied, developing and converging lines of research and taking advantage of the process of the data triangulation. The results indicate the need to improve the legislation points, and a number of improvements and/or implementation of basic infrastructure conditions for the NITs can effectively become tools of leverage innovation and national competitiveness, recognizing that such reforms foregoing the possibility of effective use of instrumental tools based on management proposals. |
