Resumo: In Brazil, in 2004, facing a serious crisis in the teaching hospitals, public, private and philanthropic organizations, the Ministries of Health and Education published a series of Ordinances Interministerial (No. 1000, 1005, 1006 and 1007), changing the form of certification and funding of such establishments and reintroducing the form of global budgeting. The Restructuring Programme for the Teaching Hospitals of the contracting units provided assistance, through the conclusion of a contract in which are included clauses related to goals and indicators of quality and production services as well as a clear definition of its inclusion in the network, setting as a basis for calculating the transfer fixed monthly series of services produced, plus the values of Factor Incentive Development of Teaching and Research in Health (Fideps), new incentives and the impact of future adjustments of the values of compensation outpatient procedures and hospital, among others. The Restructuring Programme and Contracts of Philanthropic Hospitals in the NHS, was established by Decree GM / MS No. 1721 of 21/09/2005, as having proposed the criterion of voluntary compliance, with the potential to qualify and humanize the care and management and decentralization, as well as provide elements that strengthen the monitoring, evaluation, regulation and the resources used. In this context, this paper aims to generally propose a management system applicable under the contract system in charity hospitals. In exploring the theme, the method used was a case study through a qualitative, exploratory type, being developed through literature, documentary and field. The scope of the knowledge generated in this study, one hand may contribute to the effective practice of contracting and the use of management tools, designed to control targets set by the manager of the hospital through the Annual Operating Plan (POA). Thus, the relevance of research and its results will also be associated with the generation of new concepts and methodology in management systems, because, although the term "contract" is relatively recent in the organizational environment and apparently researched academically in managing public The proposal in question is directed to philanthropic management, since it realizes the lack of consistent knowledge management system, by the hospital managers of philanthropic organizations. Thus, it is expected that with the help of management tools, it is possible to achieve the goals stipulated in the contract system, meet stakeholder needs and to exercise social responsibility.
