O processo de revisão do benefício de prestação continuada e a política de assistência social: um estudo sobre o benefício concedido às pessoas com deficiência no município do Rio de Janeiro

The present essay is a study on the process of revision of the Continuous Cash Benefit Programme (BPC) granted to the handcap people in the city of Rio de Janeiro, into in the Politics of Social Assistance. The BPC is a Income Transfering Program, temporary character, and consists monthly of a monthly income of 01 (one) minimum wage destinated the aged people of 65 years or more and the handcap people incapacitated for the work and the independent life, whose familiar per capita income is minor ¼ of the minimum wage. The revision of the BPC to each two years must be a moment in the proposal legal of intersetorial joint so that the people with deficiency and its families could gain in quality in the access to the goods and services propitiated for the structure of the net social protection. With the new National Politics of Social Assistance, the BPC starts to compose the set of basic the social protection and to reach its effectiveness it must be integrated to the set of the too much actions partner-assistenciais. Considering the implantation of the SUAS and the full management of the actions of the social assistance in the city of the Rio de Janeiro, the revision of the BPC must be carried through as an action of treatment of demands and necessities of the beneficiaries assuring to them social protection, preventing situations of social risk and the powerment of familiar and communitarian bonds. Thus, we leave of the estimated one that the revision can consist at a moment of inflection of the politics of social assistance in that it refers to to the fortalecimento of the assistenciais actions come back to the people with deficiency and its families. However, we look for to demonstrate that this still does not occur, and that the revision still restricts to the one activity technique of fulfilment of the restricted rule of law to the accompaniment of the permanence of the conditions that had given origin to the benefit. Or either, the revision of the BPC is an important process in the interior of the politics social assistance, but that in the case of the city of necessary Rio de Janeiro to be fortified, assuring bigger reach of the social protection to its beneficiaries and consolidating the SUAS. According to rules of the PNAS, the revision process renews the guarantee to the right and requires to be treated for beyond the rule of law, as resource to give the managers, generating changes in the flow of operation of the politics and contributing for advances in the relation between the politics and the joint of the net of social protection.
