Resumo: | This paper presents a model of a Management System for the good organizational performance, to improve the performance of the small2 Natural Gas Supplying Companies. The model was adjusted to the size of these companies as well as to the peculiarities of the energetic Brazilian segment, following the criteria established by the Prêmio TOP Empresarial and by the Primeiros Passos para a Excelência , held by Programa Qualidade Rio - PQR and Fundação para o Prêmio Nacional da Qualidade FPNQ, respectively. Preliminary evaluation of the selected companies in this Case Study considered the overall performance of each organization encompassing aspects such as: Leadership, Strategies & Plans, Customers, Society, Information & Knowledge, People, Processes and Results. Current management practices of these companies were reviewed according to the above mentioned guidelines. Consideration was given to the context of the energetic Brazilian scenario, subjected to the political and operational definitions and uncertainties, the limited or not prioritized financial resources and actual barriers to be surpassed by the Gas Distribution Companies in order to reach the pre-established government goals for this energy segment. Based on the evaluation and in-depth study of these Natural Gas Supplying Companies, a simplified Management System Model is proposed, focused on Leadership, Strategies & Plans, Partnerships and Results, as a intermediary stage envisioning the real steps towards reaching the excellence of the Prêmio Nacional da Qualidade - PNQ. |
