Resumo: | For the efficacy of direct subsidies to business projects of research and development (R&D), public agencies are required to select projects based on criteria that justify the concession of these resources. However, in practice, the form of structuring these criteria has not been very clear yet, because various sets of them have been used. This limitation highlights the need to analyze how they could be structured more appropriately. Hence, this study aims to model criteria R&D projects selection for concession of direct subsidies to private sector. The modeling was conducted in four stages. In the first step was conducted a literature review of criteria within the context of the decision problem. In the second stage was performed a classification and selection of criteria revised for construction of a hierarchical matrix. In the third step was realized an assessment of the matrix proposed by experts in public policy innovation. The fourth stage was carried a weighting of the matrix proposed, according to the specific objectives of an Innovation Grant Brazilian Program, by use of Analytic Hierarchy Process (AHP). The modeling performed has enabled the elucidation of these criteria, the proposal of a hierarchical matrix, the verification of the validity of the matrix proposed for a practical application and the integration of personal perceptions of decision makers to the specific objectives of a public organization. Therefore, this modeling is presented as a more appropriate way to structure criteria R&D projects selection for concession of direct subsidies to private sector. |
