Resumo: | Considering the power wielded by government contracting, sustainable public procurement has been used worldwide as an important strategy for promoting sustainable development. However, there are still some challenges in order to the practice of sustainable procurement becomes more usual in Public Administration. It is intended, through this research, to analyze, based on the factors identified in the literature review, which are the main barriers and facilitators to the implementation of sustainable public procurement from the perspective of servers working in the purchasing process of a Federal Education Institution. It was also sought to identify, in literature, some of the benefits of this practice, as well as to identify the main federal legal rules that support sustainable procurement in Brazil. As the proposed method, was chosen a Qualiquantitative research, and as the means of research, the case study in a public institution belonging to the Federal Education System, located in Rio de Janeiro city. As a result, it was observed that, in the perception of those servers, the main barriers to implementing sustainable procurement in the institution are "lack of training, education and awareness of the buyers" and "informational". It was also observed that the main factors that may facilitate sustainable procurement are "ongoing qualification and training in sustainability" of the servers involved with the purchases and "presence of planning, strategy and goals" that include sustainable procurement. Also, as a result, by means of bibliographical research, it was observed that sustainable procurement reduces the social and environmental negative impacts, induces the market to a more sustainable production and allows a reduction in the price of sustainable products, among other benefits. Regarding to the legal rules that support sustainable procurement in the Federal Public Administration, it was observed that, according to several authors, sustainable public procurement finds its legal basis in the Federal Constitution and other laws, such as the Public Procurement Law and IN 01/2010. |
