The present work investigates the possibility of in Campos, in the North Fluminense, the private sector is the largest generative municipal solid waste for the purpose of recycling. There are indications that the medium-sized municipality has low responses in selective collection and integrated management of urban cleaning. However, in its territory is a strong presence of recyclable merchants of all sizes, conditions subordinate to the recycling industry and activity supported by hundreds of pickers with their earnings often subsistence. Considering its extension, quantitative recovered in Urban Solid Waste (USW), jobs and resources generated by the sector, should be the target segment increased attention also in public investment, either in funding sustainable entrepreneurial activities, or the promotion of cooperatives and other forms of organization of dedicated workers the recovery of recyclable USW
