Resumo: | The energy aspects of the electric system operation planning in the Brazilian interconnected system are still outlined according the paradigm of the post-war period, in which all the efforts sought the automation of most decisions, through the crescent sophistication of the computational models, even when coping with uncertainty in complex and huge problems. In the case of the electric system, the decisions are taken based on the minimum expected total cost. This paradigm, however, has been weakened recently, in contrast to several social demands that raised multiple criteria to be considered by the operation planning studies. This thesis recognizes that there is no purpose on searching what is called the optimal solution, considering the imperfect information that the computation models are capable to deal within the field of operation planning. Under a new paradigm that is described, the direct participation of a human decisor in the process is required. According to this, a decision support system is proposed, in which all the available information is given to the decisor, and the result will be the hydrothermal dispatch as a result of the operation planning studies. The DSS comprises the computation models, the dataware and the decision tools. |
