Resumo: This dissertation has for objective to present an analysis of the process of external and internal debt happened in Brazil in the decades of 1970 and 1980. For that, it will be taken by foundation the theoretical outline founded in the arguments keynesian/kaleckian of determination of the income, besides the beginnings of the Functional Finance and of the approach of the exogenous interest rate and endogenous money. Assuming this base theoretical, an analysis of the data of the Brazilian economy will be accomplished, through a critical lecture of the main contributions done regarding the theme. The traditional literature presents a reasonable consensus in assuming that the nationalization of the foreign debt had for consequence the low economical growth presented in the decade of 1980 and the increase of the national debt, what would have taken the Brazilian State to a crisis of the public finances. The proposal of that work is to present an alternative approach to that argument. In that sense, the importance of the government's intervention will be emphasized to sustain the deprived wealth and the impossibility of the government's break when it is obligated in his/her own coin.
