A participação social como instrumento da gestão ambiental: o caso do Programa de Despoluição da Baía de Guanabara

Resumo: | This study analyses the importance of the social participation process as an instrument of environmental management in public policy, using the Programme to Clean the Guanabara Bay (PCGB) as a case study. Based on semi-structured interviews held with community actors, local government representatives and government and non governmental agents, qualitative analyses was carried out in order to ascertain the levels of social participation within management processes of the PCGB. Niterói and São Gonçalo, neighbourhoods located in the east sub-bay, were selected to complete this study due to being areas with a high potential for demographic growth. Analysis of interviews carried out during this study demonstrated that although there exists a consensus among interviewees as to the need for participant management processes that include different social actors, this practice is not present within the PCGB. Currently, the participation of society in the management process of the PCGB depends on the mobilisation of civil society organisations, or through the criticism of environmentalists, local government figures and the community. The establishment of participant management processes can move from discussion to practice through the implementation of the Law of Hydro Resources, which recommends that initiatives for the implementation of management models for environmental or hydro resources should be based on integration, decentralisation and participation. |
