Resumo: With the need to increase production of the entry into force of CONAMA 315 which is about the reduction of sulfur content in gasoline, the refineries has led to a major investment in the refining of Brazilian park. With this modernization, the units of process and storage of the parks have been designed "many times" without considering the concentration of flammable product within a region, which may increase the risk of units that process oil, the cost of systems security, the price of insurance, as well as the infrastructure of the fire fighting. One major concern for industrial safety during the project are the arrangements of the units of process, because at that time with mitigating measures to reduce the risk, you can achieve a reduction of the whole infrastructure of the fire fighting and therefore increase the safety of persons who will work in these locations to its surroundings. This paper presents a hypothetical design of a refinery and the changes that were introduced during the project in search of solutions engineering, no escape from national and international normative parameters that deal with arrays of units to make it safer and same time reduce the infrastructure of the fire fighting. The final proposal is for a check-list which serves as an initial parameter, with some questions to be answered during the course of the project.
