Resumo: | The activities of the health services providers generate wastes that, due to their nature, represent a high danger in general to the environment and to the alive beings, for this reason, it is necessary to have regulations for the adoption of control measures and appropriate destination of the wastes, seeking the environmental balance and the sustainable development. This dissertation analyzes the aspects of the medical service wastes and the regulatory acts on the Medical Wastes Management - GRS, showing the need of adopting at health services providers Medical Waste Management Plans - PGRS, in observance to the environmental and sanitary legislations, according to international tendencies that reflect the current stage of the world-wide scientific technical knowledge. In this way, we will be contributing to the preservation of the health and of the environment, as well as complying with WHO recommendations based on the principles of precaution, of the generator responsibility and of the proximity of the wastes to the treatment. The research began with a general approach on wastes and on environment, focusing the problem with solid wastes in Brazil and the importance of the Solid Wastes of Health Services - RSSS (definition, general aspects, quantitative, risk potential, classifications, handling, final disposition and historical and normative evolution of RSSS, in the world and in Brazil); thein bringing a comparative analysis then among the main Brazilian Standards on RSSS, chiefly the resolutions of CONAMA and of ANVISA, dealing fundamentally with the Medical Waste Management Plans and the Management Plans, their internal and external stages, licensing and fiscalization of health establishments. In conclusion, the dissertation gets the attention to the need of understanding and of unification and coherence of the system that nowadays is confusing due to the decentralization that culminates in several standards concomitantly regulating the same object |
