Resumo: Low productivity, apathy, lack of interest and work dissatisfaction are some of the factors that disclose the lack of motivation, and that influence the growth of absenteeism indexes, specially among public services employees. The empirical perception of absences bound to difficulties related to motivation to work, makes us inquire about the need to implement feasible and accessible organizational actions, where critical indicators of the problem constitute the starting point of the investigation, and the diagnosis of its human and organizational causes are a reference to identify those indicators. The present study is an assessment of the perception of the technical/administrative staff from the Instituto de Artes e Comunicação Social (Arts and Social Communication Institute) from Universidade Federal Fluminense (a National University in Rio de Janeiro) about motivation at work, based on the Two Factors Therory, by Frederick Herzberg. The research methodology used was a case study, which analyzed the relation motivation/quality of life. The research showed, according to the Two Factors Theory, that the motivation factors achievement, recognition, work itself and responsibility and the hygiene factors: supervision and interpersonal relations are the strongest contributors to the satisfaction and motivation at work, while dissatisfaction is more influenced by the factors possibility of growth, personal growth, company policy, physical environment, status and salary .
