Resumo: | While the companies develop plans and strive to enhance their competitiveness and profitability in search of survival in the market over time, the political parties develop plans and strive to come to power and put into practice his way of acting, with a view to a permanent and effective participation in public administration. One of the main challenges for political parties is to identify, among the various existing business strategic planning methodologies, that which makes it possible to support the work of developing a strategy of action consistent with their values and party principles, which allow the application and defence of programs and actions focused on the needs of the population and, consequently, lead to the consolidation and growth of their electoral base. In 2005, was enunciated a new methodology, Blue Ocean Strategy, based on new concepts, new tools of analysis and creation of new "markets".
