Resumo:	This dissertation aims at examining the social policy directed to children and youth involved with drugs in Niterói, Rio de Janeiro. It focus on two organizations related to this problem - I Conselho Tutelar and CRIAA UFF. Data for this research were gathered from different sources: children and youth´s files, interviews with organizations´ personnel and clients, official documents, etc. Preliminary results indicate the following contradiction: the existence of a relatively progressive discourse about this social problem and the lack of more consistent institutional practices. Reasons for this situation may be found in the low social visibility of the problem and lack of organizational resources.
