Resumo: | With the formal proposition of the International Committee of Weights and Measures - CIPM, in October of 1999, of establishing the mutual recognition of national measurement standards and of calibration and measurement certificates issued by National Metrology Institutes, more commonly denominated as Mutual Recognition Arrangement (whose acronym is MRA) it is granted to the International Bureau of Weights and Measures - BIPM - a new attribution, which is to put the guidelines of the agreement into an operational basis. Such guidelines are based in the evaluation of the competence of the National Metrology Institutes through its participation in interlaboratorial comparisons programs and in the implantation of a quality system that meets to the characteristics of those institutions. Although MRA and ISO/IEC 17025, the management standard for calibration and testing laboratories, supply details whose application indicate the characterization of the metrological institutes as competent in the implementation of the agreement, its real qualification goes through peculiarities that assume a quite different and wide character, not limited to the criteria officially proposed. The present dissertation has the objective to define broadened criteria to be accomplished by the National Metrology Institutes, so that its competence is evaluated in the performance of their activities. The dissertation was accomplished complying the following phases: identification of the existing real problem; definition of the main objective to be reached, relating it to intermediate objectives; and the main concern of defining which criteria can be applied to a National Metrology Institute, with the diversity of inherent characteristics and attributions, as competent in its field of performance. The methodology of exploratory research has been adopted, with specialists of different nationalities that have identity with the subject, in order to obtain the dimensions that define the competence of those institutions, obtaining as a result the establishment of their attributes. The contribution that this research will bring for the segment will be the improvement of the technical and metrological relationship among the institutes of the signatory countries of MRA, because all will be considered holders of the same levels of conformity of their activities, thus enlarging and sharing, in a more dynamic and exempt way, new projects and researches, aiming common interests |
