GESTÃO EM SISTEMAS SUBMARINOS NO SEGMENTO DE EXPLORAÇÃO E PRODUÇÃO DA INDÚSTRIA DO PETRÓLEO

Resumo: The high dependence on fossil fuels for the global economy determines the vital and strategic nature of the oil industry. The fact that the demand for fossil fuels continues to rise while the onshore reserves decline, has led the industry to turn to offshore exploration and production, especially in deep and ultra deep waters as the pre-salt province, home to major challenges with submarines systems being subjected to more severe conditions of operation. The present study was motivated by this scenario challenges that requires investment in both research and development (R & D) and in management. It intends to propose a set of recommendations to provide support to managers in the definition of strategic initiatives and in the establishment of guidelines related to the management tools, called here Set of Recommendations for Management Support. Starting from the Management Excellence Model ® (MEG) of the National Quality Foundation (FNQ), the following tools were selected for this study: Management by Process, Knowledge Management, Value Chain, Balanced Scorecard (BSC), Innovation Management, Information Technology, Business Intelligence (BI) and Six Sigma. Apart from these, other important tools for the oil industry were identified, such as Integrity Management and Reliability Management, in documents (Ordinance No. 90 and Resolution No. 43) issued by the National Agency of Petroleum, Natural Gas and Biofuels (ANP). With the purpose of knowing the trends of these tools both in the oil industry and outside, consultations were held, mainly on the OnePetro website, where publications in the oil industry worldwide are available; and in the CAPES Portal of Journals. In order to seek a greater understanding of the perception of workers in the oil industry about this scenario of challenges and management tools, a questionnaire was administered to professionals working in activities related to subsea systems in a large company of the oil industry. It is, therefore, a descriptive research with a quantitative approach, in which it was used the literature search and the questionnaire as technical procedures for data collection. Based on the results, it was possible to develop the Set of Recommendations for Management Support.
