Resumo: | The goal of this thesis is to analyze the processes of construction, reconstruction and legitimation of the denunciation as a criminal narrative in the experiences of a crime stoppers hotline called Central Disque-Denúncia at the city of Rio de Janeiro. Initially created to help the police investigation of crimes through information collected in the course of anonymous calls, the Central has been characterized, during its ten years of operation, by varied types of demands which, despite not being criminal matters, have a direct relationship with the feeling of pain, insecurity and fear among the population of Rio de Janeiro. The evidence produced by the Central is a dynamic tool which continues to work after the text is produced by the operator, who is not responsible for the outcomes of the denunciation and depends on other processes to strengthen its legitimacy as an instrument of production of information, which is mainly criminal. In this case, this feature will be addressed in the relation of the police with the media. This thesis departs from a description of the historical, social and political contexts of the creation of the Central, and addresses its structure, flux, modus operandi as well as analyzes the implications of its classificatory system. After this presentation, the path of the denunciation will be followed. Initially, the process of evidence construction by the operator will be analyzed by focusing the training and the moments of interaction with the public, which is characterized by an effort to transform what is said to the operator in a written account. Some remarks on the impact of the Central in the lives and worldviews of the operators will also be made. Latter, the processes of consolidation and legitimation of this instrument will be analyzed as a criminal narrative. First, it will be analyzed the relationships established with the police which are the organization responsible for the investigation of the information registered by the Central. Following, it will be addressed the relations of the Central with the media, a social actor which brings credibility, ramification and publicity. Finally, there is an effort to understand how the operators use the tool in their daily practices as well as observe the impacts of these uses in the dynamics of the Central |
