This dissertation has the objective to survey the implementation of the management system model as stated by the Fundamentais of Excelience, Items and Critena for a Good Management Performance of the First Steps to Exceilence , issued by the Fundação para o Prêmio Nacional da Qualidade FPNQ (National Quality Award Foundation - Brazil) . To flulfil this objective, a research was conducted in a public elementary schooi ofthe State of Rio de Janeiro. The objective ofthe research is to understand what drove the schooi work force to change the schooi management, to seek the critical factors for the implementation, as welI as trying to understand the change outcomes and the schooi prospects after the change. The theoreticai ground approach addresses the factors that model the organizations structures and dynamics, how power is developed, and the legislation on education. Ali theses items are considered under School Education aspects, which differentiates a school as an organization. One conclusion is that some model items adheres to the current school management scenario, whiie for the remainder it was not possible to arrive to a clear understanding of the existing relationship
