Resumo: The Public Administration experienced major and profound changes since the early release of market and privatization was initiated in Collor Era. The Fernando Henrique Cardoso s administration was the scene of several attempts to increase efficiency in the sphere of public administration, which has been discussed both in academic place and in administrative practice. Public education at the college level is included in this issue, particularly in the context of remuneration and motivation of teaching at the college level, which makes up the human capital of the institutions, the responsible for its differential. One last change, held at the current government, promoted major change in this process. Thus, in order to analyze these changes by comparing the moments before and after of careers and positions of federal institutions of higher education plan, this paper proposes, through literature and document review, as well as comparative analysis of cases, check effects of this change to the human resource management of federal institutions of higher education. Thus, among the main results, we have observed an increased participation of the academic titles, and it can reach 55.35% of compensation, as well as an increase of 1,339% in their values, compared to amounts paid in previous plan. From this, it is concluded that the greatest benefit brought by the new plan was the enhancement of academic titles as a component of the teacher training and possible facilitator of their performance in the classroom.
