Resumo: The strategic planning process of fundamental phase for the success of purchases and contracts in the public sector, in addition to being important to assist in decision making and, mainly, to make public spending more efficient, that is, to achieve better results with less expenditure of resources. Still with respect to purchase planning, in terms of context and problem, in early 2019, Normative Instruction No. 1, issued by the Ministry of Economy, was published, which establishes the preparation of Annual Contracting Plans (PAC), using the Hiring Planning and Management System (PGC). Thus, the present study was prepared with the objective of analyzing the process of purchasing and contracting planning by the Restaurant Management Directorate (DGR) of the Federal University of Espírito Santo (Ufes), focusing on the application of the strategies brought by the Normative Instruction No. 1/2019, in order to propose improvements. The methods and procedures were composed for the study of a case focusing on the first stage of execution of the PAC by the DGR, or which was carried out in 2019 for execution in the subsequent year, identifying the aspects related to this process and the perception of the involved. How the data collection instruments were used or the interview script, carried out with six participants, in addition to the analysis of documents made available by the DGR and on the websites used. The results pointed out for a possible oversizing of the quantitative items provided for in the PAC, in addition, some aspects that improve, such as difficulty in the quantitative determination of diners, problems related to the budget, low training, communication failures, etc., were indicated in the interviews. Finally, this study adopted the adoption of its final product, the technical / technological product, which consists of a conclusive technical report, with an elaborated management tool entitled New procedures for the preparation of the PAC, in order to standardize and improve the process of DGR planning. This product was developed in line with Structured Project 1 - Government, Public Policies and Planning, belonging to Research Line 1 - Policy, Planning and Public Governance
