Resumo: Public managers rely on qualified data and information to enable them to measure the demands of the population and the results achieved from their decisions. In order to supply part of this need, public bodies that are part of the Brazilian Intelligence System (SISBIN) produce useful knowledge to advise strategic decisions at the national level, coordinated by the Brazilian Intelligence Agency (ABIN). The general objective of the dissertation was to evaluate the discursive strategies of the Brazilian Yearbook of Public Security through the application of discourse analysis techniques as auxiliary tools to evaluate the reliability of data obtained from free access sources.Information provided by the Brazilian Yearbook of Public Security since 2007 is presented to discuss the impact of their data on public opinion, its influence on public security policy agendas, and the production of intelligence from SISBIN member bodies. There is evidence that the recognition obtained by the Yearbook has contributed to the population's concerns regarding the feeling of security in the media and in the Parliament. A qualitative approach was chosen in this research, whose type is classified as interpretative. The critical analysis of the discourse used descriptive categories of the texts in search of indicatives of intertextuality between the Yearbook, texts spread by two great media vehicles and by legislative debates. The yearbooks were submitted to a thematic selection process by the researcher to become object of discourse analysis in the categories of Speech-oriented Discourse Analysis (ADTO) and Intertextuality. The bibliographical reference sought to clarify the role of the SISBIN member bodies in the production of strategic knowledge problematized by aspects related to public opinion and public security policy agendas. The research line is classified as Public Legal Aspects. A model of use of the descriptive categories of discourse analysis is presented as technical product. It can be adapted to the reality of the different agencies to complement the respective methodologies of information analysis for the production of strategic knowledge and as a didactic tool
