Resumo: | Medium-sized cities and interior urban centers have constantly experienced significant structural, territorial and dynamic transformations, revealing the importance of studies on the development process of these municipalities and the impact exerted by legislation as a conducting instrument for spatial-territorial ordering. In this process of growth of urban space stands out the dynamics of incentives to vertical real estate products, the result of the work of agents that interfere and induce investments in certain territorial portions of cities. In view of this scenario, the objective of this work is to identify the driving factors of the verticalization process and transformations in the spatial dynamics of the central area and the expanded center of the municipality of Caruaru-PE. Identifying the contribution of municipal legislation in the process of insertion of the vertical building typology, from the perspective of the mandatory imposed by the City Statute (2001). The mixed methodology consisted of the historical-evolutionary and geographic analysis of the object of study, focusing on the verticalization process, using as a tool open data software for the production of georeferenced maps. It was observed that as a medium and propitious to development city in the Agreste Pernambucano, Caruaru have experienced in the last 30 years a process of real estate valuation, with the implementation of vertical buildings, which directly influences the functioning of the municipal urban space. This process of verticalization was relate with the modification of urban parameters in the revisions of the PDM’s of Caruaru, which took into account the presence of the production of this particular typology, to describe the areas in which the Onerous Grant instrument should be made available, to increase the constructive potential. It was concluded, therefore, that the application of the OODC instrument in Caruaru differs from what is guided by the City Statute, resulting in the production of valuation areas expressively marked by income range, real estate value and differentiated infrastructure. |
