Resumo: | This article discusses the relationship between purchase orders and bidding results. It assesses whether an elaborate Terms of Reference influences the success of the acquisition of fixed assets. The study was conducted at the Universidade Federal do Espírito Santo. The starting point was the Departamento de Administração where 45 process of permanent material were analysed in 2013 through a checklist, seeking to identify the success factors of a bidding process and its relationship with the outcome of the bid. A documentary was used as the research method. The results obtained after the analysis of the collected data indicated a need for improvement in the purchase order, through changes in the electronic system used for the requisition of materials and the review of more than 12.000 items available in the systems catalog. Finally, it suggests the creation and dissemination, through training of a procedures manual to guide and outline the actions of those responsible for preparing the purchase order, containing a standard institutionalised procedure. Recommendations for improvement are intended to assist the University to maximise the permanent estate acquisition, given the requesters sector and efficiently allocating public resources for this purpose, considering the relevance of these, especially since these are the support for activities related to teaching, research and extension. |
