Resumo: This study has as main objective identify, analyze and propose guidelines for the use of the ground planning and the urban growth of Seat and adjacencies of the county of Barra de São Francisco, located in the northwest of Espírito Santo (ES) State. The methodology to be adopted has based in analysis of office and field. Integrate the analyzes of office: i) Bibliographic review, where through of the theoric fundamentation and conceptual was addressed the most important concepts over the thematic of the mass movements, floods, use and covering of the ground, urban growth planning and Survey of news and records of processes of mass movements and floods in news sites and, through the collection of cartographic and statistical data: Geographic characterization of the studies area, presenting information about the aspects of location, history, population, climate; geology, hydrography, pedology and geomorphology; ii) Elaboration of 4 (four) essencial mappings for the analyzes and propositions performed: Map of the Permanent Preservation Areas; Map of Floods Suscetibility; Map of the Mass Movements Suscetibility; Map of the Use and Coverage of ground. For the field analyzes, interviews were conducted that aimed to collect data and information on mass movement and floods processes with the residents of Barra de São Francisco city, who experienced directly or indirectly events such as mass movements and floods. The analyzes carried out pointed to a strong presence of Permanent Preservation Areas (PPAs) in the studied area, which is inserted in the urban perimeter. It was noted that a significant part of the areas with high and very high suscetibilities to mass movements and floods are superimposed in the PPAs, which makes these areas extremely sensitive to the occupation, since they are protected from the legal point of view and contraindicated for the use and occupation, due to the natural danger or social vulnerability they present. Despite these observations, it was understood that the urban expansion of the city can be stimulated, in a planned way, and to be occur in areas with lowering and very lowering suscetibilities to processes of floods and mass movement, and controlled in areas with average suscetibility to floods and mass movement demonstrating the contribution of the method developed in this dissertation to the planning of the urban expansion of Barra de São Francisco city (ES)
