Resumo: | This research aimed to understand and discuss the process of implementation of special education policy / inclusive in from kindergarten everyday life in the city of Cariacica-ES. So we start from the realization that in a classist country like Brazil, the discussion on the inclusion should not just turn around respect for diversity without considering the refractions of the causes of social exclusion. We have adopted as our interlocutor Gramsci, considering that its concepts and formulations of State, Education and Human contribute to the improvement of the understanding of the political sphere and educational dimension. To achieve the goals, we decided to conduct a qualitative research study through the analysis of cultural, social and political, specific city studied, assuming the case study as a methodological proposal being adopted as procedures for data gathering, interviewing semiestrutura, the focus group technique and analysis of normative documents and guiding the educational policies of special / inclusive education. The subjects of the research were the Coordinator and Member of Diversity and Educational Inclusion Team, the Coordinator of Early Childhood Education Team-eight teachers who work in special education. Note in this study on the development of the Curriculum of Early Childhood Education Guidelines and the preparation of the new Municipal Plan Cariacica of Education, a break with traditional forms of lawmaking. The government has adopted a form of government in which public participation is invited to be the protagonist of this process. And with this new dynamic are necessary new ways to study public policies, considering the whole historical process of different social groups involved. As we seek to understand the childhood conceptions that permeate the normative and policy documents of the target child's educational process of special education in the municipality of Cariacica, our analysis indicated a gap between the different educational stages, in this case, early childhood education and special education. Resulting in documents centered on a specific issue, addressing superficially other issues that underlie the process of teaching and learning. Undoubtedly, the public policies of Cariacica Municipality have sought to contemplate in their legislation the service to target audience of special education students. The analysis of the documents that guide the public policy of special / inclusive education in the municipality of Cariacica point out that the municipality has been working to suit the national and international policies. But there are still gaps to be filled and contradictions that must be overcome so that the school intended for students with disabilities, pervasive developmental disorders and high ability or giftedness can create opportunities teaching potentiator, capable of achieving a public education that meets to what is expected to special education target audience subjects, ie live their citizenship as subjects cognizant. |
