Uma abordagem baseada em ontologias para obtenção de indicadores a partir de dados abertos

Resumo: In an organization, several decisions are made daily, from the strategic to operational level. Regardless of the level in which decisions are made, they must be based on data that provide information to guide decision-making when are analyzed. Nevertheless, although organizations collect and store data to support decision-making, data are not always appropriately used. This problem increases when one is dealing with open data. In this context, although a large amount of data is provided, identification and access to useful data are not trivial. Regardless of the domain, information is many times obtained from the results of a measurement process, in which measures are defined, and data collection and analysis are performed. Considering that scenario, this work proposes an approach for obtaining useful indicators for decision-making from open data sources. Although the approach has been developed considering the use of open data sources, it can be applied to other types of data sources. The approach was defined based on two ontologies also proposed in this work: a Core Ontology on Measurement, which presents a central domain-independent conceptualization about measurement, including aspects related to measures definition aligned to established goals, data collection and analysis; and a Measurement Task Ontology, which describes the measurement process and its conceptualization. The Core Ontology on Measurement was used to provide the knowledge about measurement and the vocabulary adopted in the proposed approach. The Measurement Task Ontology, in turn, was used to guide the approach definition through the activities that should be addressed. Aiming to obtain conceptual clarity and fidelity to reality, the ontologies were defined based on UFO (Unified Foundational Ontology). In order to support the use of the proposed approach, an application was developed and, as a preliminary evaluation of the approach, it was used to obtain indicators from open data sources provided by ANAC (Civil Aviation National Agency) and INFRAERO (Aviation Infrastructure Brazilian Company).
