Resumo: This is an action research carried out in a Corporate University of a Brazilian public company, to propose a framework that aligns the development of competences to the strategic and operational objectives of the organization. Based on the Vroom Expectation Theory (1964), an exploratory survey was developed using the Likert Scale in the construction of the questionnaire and quantitative methods such as Cronbach's Alpha to measure the degree of confidence of the propositions and multiple regression for the analysis of numerical data, thus measuring the degree of significance of the proposed variables. We also used qualitative methods, such as direct observation, documentary research and focus group, to respond to the gaps left by the first stage of the survey with the application of the survey, after analyzing the data generated. Methods and tools, such as Business Model Canvas, Current Reality Tree and SWOT, were used with the purpose of better structuring a framework for a Corporate University, based on a Competency Management model focused on dynamic training. Initially the research discusses the practices of Strategic Human Resources Management (SHRM) and their impact on employee perception and performance. Next, we discuss corporate university, competencies, dynamic training, management by competencies and performance management. It proposes a discussion that contemplates an improvement in the understanding of theories, their interdependencies, their differences and the applicability of this discussion in a large public organization in Brazil and presents a framework that aligns the development of competences to the strategic and operational objectives of this organization.
