Os desafios da internacionalização da educação profissional técnica : a experiência do IFES.

Resumo: Globalization has gained notoriety from Twentieth Century impacting directly the international academic system, with an emphasis on higher education. This impact generated in educational institutions a discussion about the internationalization of education and which has marked by the Bologna Process. Regarding the brazilian technical vocational education its internationalization process is recent and there is still no material available about how it has been constructed, which gives relevance to this study, which aims to identify what are the challenges for this teaching modality. We use as research tools a case study at the Federal Institute of Education, Science and Technology of Espírito Santo (Ifes), more specifically the Memorandum of Understanding of Educational Program Set between the Federal Institute, the company Sempcorp Marine Ltd and educational institution Ngee Ann Polytechnic; and semi-structured interviews and documentary analysis. The concepts used are the same as those adopted for higher education. We seek to conceptualize the terms globalization, internationalization and neoliberalism, identify the main multilateral organizations and their actions, as well as contextualize the socioeconomic events of the last few decades to analize their influence on education and its policies. The challenges identified in the analyzes of this study were : to break with the pattern of internationalization of vocational education at the technical level with direct focus on the market, trying to think and structure a process with the same thought that it makes higher education; institutionalize guidelines and regulations of the Federal Institute actions aimed at internationalizing vocational education at the technical level, with clear rules, goals and objectives clearly delimited and specified; create and structure an International Relations Office with a continuous support team and offer a foreign language education fleeing from the template traditionally offered.
