Comunicação interativa no setor público: o uso de ferramenta digital para melhor a fiscalização de contratos na Universidade Federal do Espírito Santo

Resumo: This study is a concept of digital law to improve the supervision of contracts at the Federal University of Espírito Santo (UFES), provoking a reflection on the potential of the new digital network technologies for public management. In this sense, a theoretical study was initially carried out in order to understand the current context and the challenges of the Brazilian Public Communication in the Information Age, from the first theories of mass communication, to the profound paradigm changes generated by the new interactive communication networks, which made communication more decentralized and segmented. In spite of the communication bias of the research, the theoretical study also included topics related to public procurement control, aiming at defining the evaluation criteria used in the methodologies applied in the case study, carried out in the UFES context. And the results of such study evidenced the inefficiency of certain inspection actions performed by UFES public agents, but also demonstrated that the e-government mechanisms of the university do not have interactive functionalities, which could promote greater transparency and citizen participation in the inspection process contractual executions. These problems, according to some relevant studies examined, are common in the various levels and organs of the Public Administration, being frequent the cases in which contracts are poorly executed due to failures in the fiscalization, at the same time that the tools of electronic government, which could be used to remedy many of these problems, end up favoring the simple disclosure of public information, to the detriment of promoting an environment conducive to popular participation and decentralization of public management. Finally, as the results obtained allowed the understanding of the problem studied, also showing the feasibility and originality of the research proposal, the final product of the work was developed: an application concept for mobile devices, which could potentially improve the supervision of certain contracts formalized by UFES, through a truly interactive communication among its users
