Resumo: The effective realization of human resource policies is critical for organizations to succeed. In an educational context, research shows that the recruitment of high quality teachers is directly linked to student performance, so that the quality of the teaching staff is linked to well-conducted human resource policies. However, there is evidence that the hiring process of substitute teachers is not always effective, which has a direct impact on the final activity of the institution, which is quality teaching. Thus, this study aims to propose a framework for the implementation and improvement of the hiring processes of substitute teachers in a Federal Public Teaching Institution. To this end, the theoretical foundation focused on the legislation inherent to the hiring of teachers in the Federal Public Service and on Business Process Management (BPM). As for the methods and procedures, the research had a qualitative approach, developed as an applied and descriptive research, using bibliographic research and action research. The data was collected through focus groups that used the tools Business Model Canvas, SWOT Matrix, Current Reality Tree, SIPOC Matrix, Unified BPM Cycle and Business Process Model and Notation. The research demonstrated the relevance of the standardization of procedures and indicated the main points that negatively impact the process, allowing the optimization of the procedural flow and the instruments used during the hiring process. Thus, the technical-technological product elaborated consists of a framework for hiring substitute teachers at the Federal Institute of Espírito Santo.
