Resumo: Public procurement is vital for the maintenance of services and public policies implemented by the State. However, for purchases to be effective and efficient it is necessary that your strategy is planned, executed and controlled constantly so that the manager along with his team can evaluate and make appropriate decisions. In this scenario, this paper presents a discussion on procurement management in the public sphere with a focus on strategic planning, performance measurement through indicators and process mapping. Based on the literature, the objective of this research is to propose a performance measurement model based on strategic planning with Balanced Scorecard integrated to a process map as support for decision making for a Materials and Heritage Department The collection instruments were the survey, the localization and extraction of data and the focus group, based on a case study of applied nature and of qualitative-quantitative approach. The methods (1) Balanced Scorecard (2) Performance Indicators and (3) Process Mapping were listed to elaborate a strategic map focusing on the dimension of internal processes, in which an acquisition process of relevance was studied and will serve as an initial model for study and improvement of the others. To this end, tools for the execution of the methods were selected. With their support, the results of this research showed that the Federal Institution of Higher Education studied does not yet see procurement as a strategic sector. On the other hand, the organizational unit that develops them was able to solve problems of communication and presentation of its actions and its acquisition processes. Thus, the proposed performance measurement model was considered practicable to transmit the expected results to management and its employees in decision-making. From the results, as a technological product, a Technical Report and a presentation were produced to disseminate the strategic planning of the Materials and Heritage Directorate object of this study.
