Resumo: The dissertation examines the trajectory of the policies of housing in Brazil and the changes over the years in the actions implemented by the various governments in the field of housing popular, from the year of 1886 by 2000. Its goal is to examine the government initiatives seeking reduce the housing deficit and the importance of them for urban development. Search still understand the reasons that led to the bankruptcy housing policies prior to the BNH, highlighting the context in which the Bank was established, its way of functioning, causes of extinction in the ways that public policies directed to the area of social housing took after its dissolution, which also meant the decline of investments in the housing sector of social concern. To the understanding of this process, was used as a source of research documentation which recorded the trajectory of these government policies, in addition to literature on the subject. Was conducted crop specific to the city of Vitoria, capital of the state of Espirito Santo, council particularly in terms of the physical characteristics and urban development. The analysis will be carried out through the characterization of the capital, the lifting of the BNH investments in the city, and include a defence on the need to strengthen local autonomy in the implementation of public policies for housing.
