Resumo: During the second half of the 20th century, Brazilian cities grew at an accelerated pace. State and market production did not meet the demand for housing, which contributed to the growth of slums and self-built territories. During this period, the State’s need to cheapen the production of houses and the growing demand of social movements for participation in public policies resulted in the union of these two agents in processes such as the mutirões autogeridos, or other forms of social production of housing (MORA, 2010). This form of housing production has changed a lot over the years, from the first mutirões of the 1980s to the enterprises promoted by the Entidades modality of the Minha Casa Minha Vida Program, these are very different production initiatives, but which are interconnected in the trajectory of social participation in housing and for working with technical advisory groups (assessorias técnicas) (BARROS, 2019). The main goal of this research is to rescue the history of housing production with technical advisory groups in Fortaleza, through the study of three different housing complexes. The specific objectives of the research are also: to get to know the different elements and processes of the social production of housing with technical advisory in Fortaleza over time; to understand to what extent the results of the relationship between these elements contributes to the achievement of housing understood in a broader perspective, including the idea of right to the city. The three case studies are: Mutirão 50 (late 80s), Mutirão do Bonsucesso (late 90s) and Residencial Luiz Gonzaga (late 2010s). It seeks to analyze the context in which they were produced, based on the role of the State, as a promoter of housing policy, and that of civil society, through its different agents that participate in this process, particularly the technical advisory groups, analyzing their roles and the spatial results obtained. As methodological tools, there are: bibliographic and documental analysis, field visits and the application of semi-structured interviews. As results, the research presents some changes, permanences and transformations in the social production of housing with technical advisory in Fortaleza based on these cases, like the incorporation of new agents in the social production processes of housing, the increase in the scale of projects, the change in the construction system and the technologies used and the loss of the importance of social equipment and employment and income generation in these processes.
