In response to the need for greater efficiency and transparency of public spending, the Fiscal Responsibility Law was established in 2000, which establishes parameters for the application of resources and for the indebtedness of public authorities, as well as mechanisms to correct any deviations. Despite this, the recent fiscal crisis in the Brazilian states raises doubts as to the effectiveness of these legislation. In this context, the present study seeks to investigate how the fiscal responsibility parameters related to debt and personnel expenses and investments have an impact on the average product of these federative units. To do so, we used public finance data from the 26 states during the period from 2008 to 2015 and used panel data techniques to control unobserved heterogeneity. The results point to a negative relationship between economic growth and the proportional expenditure of the entity with personnel, while the greater investment spending tends to stimulate it. It follows from this that channeling public savings into investments can be an effective way of boosting growth in Brazil. |
