This work proposes to evaluate the pattern of price behavior practiced by gas stations in Fortaleza in the resale of common gasoline, with the objective of detecting a possible existence of collusion between them. The objective is to apply coefficient filters defined as the ratio between the standard deviation of the selling prices of ordinary gasoline by the dealer and the average of those prices, as well as the temporal break in the average and standard deviation, before and after the shock caused by the increase in the product price announced by the refinery on 7/31/2019. The results of the estimates for the Fortaleza market showed that increases in the average selling price and concomitant significant reduction in price variance point to suspicions that the stations would be adopting anti-competitive conduct in the post-shock moment, but the filters did not present abnormal behavior in a consolidated manner , where it is concluded that these results must be analyzed with caution, since it is not possible to state with precision the formation of explicit cartels. |
