Gestão fiscal e crescimento econômico: o caso dos governos estaduais do Nordeste a partir da vigência da Lei de Responsabilidade Fiscal

Resumo: This paper aims to examine the fiscal management of Brazil Northeast's States Governments, attending to the requirements of the Fiscal Responsibility's Law, in order to identify the extent to which such management results in northeast economic growth. The study's specific objectives were: (1) to compare the results of the northeast fiscal governments with the Fiscal Responsability's Law's requirements, (2) to analyze the results' impacts of fiscal indicators northeastern government, especially regarding to the primary outcome upon the northeast rate of economic growth per capita, and finally, (3) to provide information to the management of the Northeast State Governments and, by extension, to other states governments for decision making, respecting the economic growth. The methodology consisted of an econometric model with panel data on where the ad hoc model was estimated with fixed effects and correction for heteroscedastic and autocorrelation among the waste, carrying out, also, descriptive analysis of data observed. Using a non-probability sampling: results of the fiscal management of northeast's states governments. The study's empirical results show that all estimated parameters are statistically significant at 5% level, and show that the Primary Results / Current Net Income and the Consolidated Net Debt / CNI impact, for each additional unit of the corresponding variable, negatively on the average rate of GNP per capita at 0.243794 and 0.097598, respectively. Furthermore, the results indicate that the Personal Expenses / CNI, the Guarantees / CNI and the Loans / CNI impact positively, the same way, at 1.765072, 0.185533 and 0.557278, respectively. Based on the descriptive analysis, comparing the indicators results with their limits, the northeastern states reached a satisfactory fiscal performance, excepting the excessive primary results. It is therefore recommended that further research be undertaken to examine other aspects not covered by this study, as well as an evaluation with other Brazilian's State Governments. Finally, we can say that the results of this study, interest mainly, to the northeast's governments, because it examines the case, correlating it with the existing theory, others states governments in Brazil, as a tool for decision making and the academy, because it is a case study in an area of great national impact and can be replicated.
