The integration of Digital Information and Communication Technologies (DICTs) with cloud computing is essential for overcoming infrastructural challenges and improving governmental services, in alignment with the principles of public administration. Transformations in Information Technology (IT) are strategic for efficient data management, with cloud computing standing out in this context. This research proposed an innovative approach by investigating and developing a pricing solution for Information and Communication Technology (ICT) services in a private cloud within public administration. Utilizing a qualitative methodology, the study employed interviews with executives responsible for ICT management, aiming to identify the primary services suitable for pricing, review applicable models in similar organizations, and understand the challenges inherent in implementing this specific model. The study population consisted of IT Technical Managers from Fortaleza City Hall, the Federal Data Processing Service (SERPRO), and the Information Technology Company of Ceará (ETICE). The methodological procedures included document analysis, semi-structured interviews, and triangulation of interviewees, integrating qualitative approaches. The primary objective of the research was to significantly contribute to the development of effective pricing strategies for ICT services in private clouds, tailored to the specificities and demands of the public administration context. In addition to providing valuable insights and practical solutions, this study culminated in the creation of a conceptual pricing model for ICT services in cloud computing, specifically adapted to the public administration context. A notable contribution of this research is the development of an information system that implements this model, facilitating its direct application and practical understanding. This approach is expected not only to promote the optimization of public resources and transparency in management but also to ensure continuous improvement in the provision of ICT services in the public sector. |
