This work proposes to discover what dissertations say about public educational policies, especially those destined for professional education. The study had as its objective an analysis of the legal mechanisms intended to identify the political and ideological conceptions on which higher education is based. The methodology used was that of descriptive documental of a qualities seeking nature, and for the data interpretation obtained, a technical analyses of the content was made seeking to understand the legislation that concerns public political policies. The theoretical dimension was based on what scholars in the field of education held from a professional and technological point of view. Besides this a critical analysis of Brazilian educational legislation was carried out. As a data source use was made of the legislation itself as well as other legal documents and pertinent literature concerning the topic in question. Information from semi-structured interviews involving the present director and some former directors of CEFETCE were also added to the study. The results of the research showed a discontinuity of public policies directed to professional and technological education as well as identifying the narrow relationship existing between the economic context and political ideology in which they were elaborated. |
