The objective of this research is to understand the historical movements that gave rise to the Capistrano de Abreu Municipal Public Library, during the first administration of Mayor Antonio Botelho Câmara (19591963), in the municipality of Maranguape, Ceará, in order to raise subsidies to think about the historical roots of this institution amidst the political actions and the pedagogical debates that permeated the government of Juscelino Kubistchek (1956-1961), aiming at the formation of a citizen that met the new proposition of national modernity. As a basis for the achievement of this objective was used the theoretical perspective of Roger Chartier (2002), Michel de Certeau (1998), and Sandra Jatahy Pesavento (2008; 2007) in the context of new cultural history, according to which we seek to recover the sensibilities of the past of a given social reality, with emphasis on the way it was built, and thought of at a given time and place. The analyzed corpus results from a qualitative research, of a descriptive and exploratory nature, constituted from different methodological instruments: analysis of documents, photographs and oral testimony transcribed from a semi-structured interview with Mr. Antonio Botelho Câmara, the mayor of the time, and Mrs. Marta Cordeiro, former Secretary of Education of the municipality. The data revealed that although envisaged by law, the project for a public library for Maranguape procrastinated, given that it took fourteen years to get off the ground, coming to fruition only on August 28, 1973, when the actual implementation took place. from the library in the city. Thus, based on this finding, it is possible to infer that the movements undertaken to create this library, started from relevant, however, particular initiatives, constituting isolated actions, without the effective participation of the community, and although existing, They were not enough to put into practice, in the considered time frame analyzed, the desired expansion of access to knowledge and information, in the context of Maranguapense education, as advocated by the subject-actors, imbued with the feeling of national development that characterized the period. |
