The present work goals to evaluate the environmental liability generated from tubular conveyor belts of the Pecém Industrial and Port Complex (PICC) using environmental economics tools. First, there was characterization of conveyor belts and its strategy importance to development of the PICC. Through visits on place, were found the problems that equipment operation was bringing to environmental medium, mainly to “Lagoa do Pecém” community. This community is close to about at 50 meters from conveyor belts. The main impacts founded were those resulting from presence of particulate matter in local atmosphere and high levels of noise during conveyor belt operation, mainly one that transfer coal. There was analyzed two scenarios. The first scenario regards to part of community that is in decreed area of public utility of the PICC. The second scenario regards to whole community. The results show environmental liabilities of R$ 1.658.174,11 and R$ 4.588.847,51 for the first and second scenario, respectively. It was concluded that the portion that have greater impact in environmental liability are that involve expropriation costs, therefore, directly proportional to expropriation area. The participation of costs from the perceived damage of the “Lagoa do Pecém” community were 23.64% and 8.54% to first and second scenario, respectively. The problems of “Lagoa do Pecém” community are essentially of land type. However, the current proposal of State Government of Ceará consist only the first scenario presented. Besides mitigating measures, the rest of the community remains exposed to environmental problems and, therefore, without an effective and definitive solution to the issue. |
