Resumo: The present study sought to investigate the Elementary School Evaluation System (SAEF), where, through organized assessments, it collects information in terms of the domain of basic cognitive skills and abilities, aiming to evaluate objectively and systematically the quality of basic education offered in the municipal public schools of Fortaleza. This emerged from the initiative of the technical team of the Municipal Department of Education of Fortaleza, in 2010, at the time responsible for implementing the actions of the Literacy Program in the Right Age (PAIC). In the meantime, the idea of carrying out the motivated research work in the implementation of SAEF with the application of the Initial Diagnostic Assessment (Reading and Mathematics) and the Intermediate Diagnostic Assessment (Portuguese Language and Mathematics) was raised, as well as due to the performance, of the author, as school manager of a municipal public school in Fortaleza. The objective of the research was to analyze the role of SAEF as an educational public policy of the Municipal Department of Education (SME) of Fortaleza and the following specific objectives: describe the System of Evaluation of Primary Education of the Municipal Secretariat of Education (SME) of Fortaleza (SAEF); to identify the methodology used in the operationalization of SAEF and to analyze the theoretical paradigms guiding SAEF. The research is characterized by a qualitative approach, being, in relation to the objectives, descriptive and, as far as obtaining information, it is configured as bibliographical and documentary, having as main technique the observation. It was verified that the educational policy implemented by the SME, even though it is recent, tends to guarantee the students' right to learn, demonstrating that SAEF is a system with relevant potential in relation to educational data, such as the performance of students in the Language disciplines Portuguese and Mathematics of the municipality of Fortaleza. However, the system has a set of instruments that need more indepth studies, aiming to improve them, in order to guarantee more efficient actions and educational practices aimed at the success of learning.
