Resumo: This research deals with the evaluation of the Cedefam Program: extension, teaching and research center and its health actions as a social right, described in the 1988 Constitution. It reveals the meaning given by the managers, technical-administrative and users by means of their representations on the actions offered by the Oral Health Clinic of Cedefam, inserted in the program that presents itself as an Extension Action of the Federal University of Ceará (UFC). It aims to evaluate the social representations of the actors involved with oral health policy developed by the program, in articulation with the right to health and the principles that guide the Brazilian Oral Health Policy. The analytical basis of this study is the theory of representations, which according to Moscovici (1981) is a set of concepts, affirmations and explanations originated in the everyday, in the course of individual communications. The methodology of this study is qualitative in nature, whose aspect is that the production of knowledge is centered in the dimension of the singularity of the studied, according to Rey (2011). An in-process evaluation was developed, suitable for a thorough understanding of this type of object, the representations. This phenomenon was evaluated through bibliographic research, participant observation, field diary and semi-structured interview. Social representations, models of oral health, extension, right to health, university, equality, integrality, community participation, participative management, ethics, access, reception, bond and professional responsibility. The analysis of the research data was carried out according to the method of analysis of Bardin (2009), which can be applied to the most diverse discourses, serving to unveil what is hidden, by decoding the message. From the meanings unveiled, it can be mentioned that the managers positioned themselves from a knowledge that goes from the planning, implantation and execution of the program, as well as they refer like participants in some stages of physical and assistencial structure of the program. It has been found that they understand their role within the health unit, with health guarantee being unconditioned as a constitutional social right. They believe that actions promote the improvement of the quality of life of the population. The managers and technical-administrative servants recognize the role of the Oral Health Clinic as an extension unit of the UFC and as such, understand for whom they destine their actions. They were emphatic in asserting that they guarantee the users' right to health, demonstrating that these are made feasible through access, humanized attention and equity. They point out that plaque control is Cedefam's great contribution to people's quality of life and they are very pleased to develop their actions at Cedefam's oral health clinic. Most users recognize the clinic as a place to address their health needs. Most of them use other actions offered by the program. It has been identified through innumerable lines that there are links between the operators of the policy (managers and servers). Users still claim that their families are also welcomed and cared for, so they place the need for the program to continue and expand its actions. It can be inferred that although some users have not demonstrated to understand what destination the clinic could have from the freeze on health investments, what they put as a solution to their oral health needs is the maintenance and expansion of actions. Respect for the human person precedes the recognition of their rights. Thinking about actions aimed at the community without prior contact with them, respect for their needs in the perspective of serving them, would lead to failure due to inefficiency in any program. In view of the above, it was verified by means of the social representations of the subjects involved with the health actions offered by Cedefam, that the oral health policy implemented meets the demands of the users interviewed by this research, although it was explicit in their statements that, it is essential to strengthen and expand all the actions offered by it, in order to reach the whole community
