This study examines the heterogeneity of the efficiency of the National Employment System (SINE) in Brazil in the face of technological changes and labor market shifts between 2004 and 2021. Using a stochastic frontier methodology, it investigates the performance of public employment agencies across different federal units, focusing on the effective placement of workers. The results indicate that regions such as the Northeast, particularly the states of Ceará and Alagoas, maintained high efficiency in employment intermediation services, suggesting a more significant dependence on SINE. In contrast, states from the Central-West and Southeast regions showed lower efficiency scores, pointing to a potential preference for digital alternatives in job searching. There is significant variation in efficiency among the states, reflecting different regional labor market dynamics and the need for customized employment policies. It is recommended that SINE adapt its strategies to meet the varied needs of the unemployed in each state, ensuring its effectiveness in an ever-evolving work environment. |
