Water, throughout history, has proved to be a basic input to the development of societies. Considered a very finite and provided with economic value to water when scarce, can lead to a series of disputes. These conflicts are common in basins shared between two or more states. In the world, the conflicts in international basins are usually solved through international treaties. In this work, we tried to study a case of shared basin between two Brazilian states, Ceara and Piaui. It is of the Poti River basin. This is inserted, mostly in semi-arid climate. And both states, seeking to meet their demands and promote socio-economic development of the region, designed new buses for the basin. The weir Castelo do Piauí with 2636.9 hm³, to be built in the homonymous municipality, is downstream of the three reservoirs planned for Ceara. They are the borders, the Inhuçu and Otters with a capacity of 991.70 hm³, 320.86 and 134.70 hm³ hm³ respectively. As already in operation in eight Ceara reservoirs upstream of Castelo do Piauí control section, three questions arise - (1) how will behave the system to be increased by four reservoirs in the basin ?; (2) maximum capacity should be taken so that the projects are well sized? and (3) which the system configuration is the fairer distribution of water and equitable as possible? He sought to answer these questions through the formulation of various hydrological scenarios were simulated for system performance analysis and reservoirs individually and make suggestions that were configured in the best options in terms of water efficiency before presented equity criteria. |
