Resumo: The increasing demand for eletric energy associated with global concern about global warming has directed efforts to improve and develop new technologies for eletric energy ge- neration. New public policies focused on encouraging investors to this new niche market has been one of the solutions implemented in various countries in the world. On the other hand, there is the concern of investors in the stability of public policy incentives and pricing of elec- tricity since these items can impact directly on the expected return on investment in this area. Associated with this, there is the problem of ensuring the effectiveness of electrical energy me- asurements used for billing. Such a problem is directly related to the calculation methodology for measurement and accounting of amounts to be billed. This work aims to contribute to the study and analysis of measurement systems for billing of electricity, through the comparative analysis of energy measurement using the power theories: conventional , instantaneous active and reactive power (pq) and Standard IEEE 1459-2010 . The results are analyzed based on real data collected from the meters used in measuring systems for billing and power quality, inser- ted in the electrical system, attending the technical requirements set out in the national network procedures
