Resumo: In Brazil, the Family Health Strategy (FHS), within the scope of Psychosocial Care Network, acts as an important support point in the development of mental health actions, especially among municipalities with small and medium population density. With a view to overcoming the asymmetries that involve mental health in primary care, we seek to qualify and strengthen the mental health actions carried out by the FHS professional teams, through the articulation between the mental health equipment and the health units of the family. In this context, the present objective is to propose mental health care actions in the context of primary care in Aquiraz (CE), based on a situacional diagnosis of the Family health team of UBS of Tupuiú and the elaboration of a intervention proposal. This is a descriptive research with a qualitative approach and intervention in reality, having as scenario the coverage area of the Tupuiú Family Health Unit (UBSF) in the municipality of Aquiraz (CE), submitted to the Ethics and Research Committee (CEP) of the Federal University of Ceará (UFC) and approved under opinion 3.428.310. Participants comprised a sample of eight participants, one manager, five health professionals and two users. The data collection instrument used was the structured interview. For data analysis and interpretation, the thematic content analysis technique was used. Through the situational diagnosis, the intervention project was traced, considering the stages of the strategic situational planning in health. The results pointed to four major thematic axes. The first identified the concepts on mental health from the perspective of professionals still have a restricted perspective. The idea of comprehensive and humanized care to mental health patients and their families in primary case was seen as primordial, although there is still a predominance of practices focused on medicalization and delivery prescriptions and psychotropic medications. Mental health care in Aquiraz is perceived as a process under construction, with CAPS and NASF being the main reference in mental health care. Participants reinforce the need for greater investments in the continuing education of professionals, as well the expansion of specialized service and greater guidance on the flow of services in the local health network. Thus, the study allowed a better understanding of the design of the mental health policy of the municipality of Aquiraz, in order to propose an initial action to strengthen the network, starting initially from the reality of the UBSF of Tupuiú, focusing on permanent education, and through the experience, the proposal could be implemented in the context of local management.
