Ceará is one of the Brazilian states provided with a well-defined institutional framework for the water resource sector. Under this framework, Companhia de Gestão de Recursos Hídricos - COGERH is responsible for the management of state waters, by carrying out technical and operational activities. The Secretariat of Water Resources, through its Water Resource Management Coordination Unit - CGERH, holds the duties of management coordination, regulation and control of waters, and grants water resource use awards and licenses for hydraulic work constructions. Notwithstanding the existing model has worked satisfactorily as far as the decentralized and participatory water allocation process implanted by COGERH is concerned, there is much to be done toward achieving a shared water resource management. In this sense, the objective of this study is formulating a proposal to improve the water resource management in the State of Ceará, in particular the water agency model for state hydrographic basins. To achieve this objective, the characterization of water functions and water resource models is initially discussed, to distinguish between the concepts of managing agency and water agency. Then, aspects inherent to institutional water resource models established by some countries, Brazil and Ceará are addressed. Next, some experiences of managing agencies and water agencies in Brazil are analyzed. As this study is focused on the State of Ceará, it includes an analysis of its hydrological, social, economic, legal, and institutional peculiarities that regulate the concept of water agency model. Finally, measures are suggested to obtain a pattern of agency that could be jointly managed by users and hydrographic basin committees, thus legitimating as a water agency. |
