Resumo: The ProgramaNacional de Produção e Uso de Biodiesel (PNPB) was created with the goal of producing biodiesel in a sustainable way, and adopts as guidelines the creation of jobs, income and social inclusion, especially countryside, focusing on family farming, on production of oil and raw materials and reducing regional disparities, allowing the development of the poor regions of the country. In this context, the general objective of the study is to analyze the family farming on PNPB in region of the Quixadá -Ceará state, based on the dimensions of local sustainable development. The research is classified as an exploratory and descriptive research to be developed from a qualitative approach. Regarding the procedures for data collection, is a bibliographic and field research, with the use of secondary and primary data, respectively. The survey data wereanalyzedaccordingtocontentanalysis. The results show that, from the perspective of local sustainable development, the PNPB has weaknesses that hamper social inclusion in the region of Quixadá/CE. These weaknesses range from administrative and bureaucratic processes, like delays in financial incentives, lack of infrastructure, investment in technology and machinery and training, incentives in social networks and cooperatives, actions aimed at environmental education, political movements social inclusion, and valorization of local culture. Thus, it was noticed that the directives that guide the PNPB in the region of the city of Quixadá/CE have edges in the framework of alignment and dimensions of local sustainable development. Farmers recognized that there is a Government "effort" to provide increased income for farmers in this region, but due to these weaknesses, it is evident that there is no sustainable development in its full dimensions, causing discrepancies from the farmer’s results and the objectives stipulated in PNPB. Therefore, it is necessary to create policies that encourage not only the production of castor oil, but also the local culture, partnership and participation of all in decision making and involvement of PNPB, so that subsistence farming start to be recognized and invested to become a real sustainable agriculture.
