Estudo analítico da correlação e o seu grau de impacto entre a governança de TI e a governança corporativa nas Universidades Federais Brasileiras

Resumo: IT governance, which is part of corporate governance, arises within organizations from the need to drive and control IT as well as to address business strategies. In Brazil, the governance performance of federal universities is analyzed through the Integrated Survey of Public Organizational Governance of the Federal Court of Accounts (TCU). Thus, the problem arises of how to identify the degree of relationship between IT governance and the achievement of institutional outcomes, taking into account the IT Governance (iGovTI), IT Management Capacity (iGestTI) and Governance ratios. and Public Management (iGG), analyzed by TCU, in relation to Brazilian federal universities? The objective of this study is to identify the degree of impact of the relationship between the results of the iGovTI, iGestTI and iGG indexes, analyzed by TCU, in relation to the Brazilian universities, in view of a factorial analysis of the variables that compose these indicators and the influence that these variables have in order to allow the comparison of these universities by means of cluster analysis. The study presents concepts of IT governance and their relationship to corporate governance. It also presents the application of IT governance in universities inside and outside Brazil. This research is characterized, as regards nature, as applied and as ends, as exploratory-descriptive because it analyzes the specific context of the 63 Brazilian federal universities. A quantitative approach was used to analyze the data that were collected through bibliographic analysis. It was noted that in 2018, most universities (47.62%) still had an “Initiated” internship in relation to IT governance. The degree of correlation between the indicators analyzed showed that there are high positive correlations (0.917, 0.823 and 0.858) between them. Factor analysis (AF) allowed for the establishment of four factors (IT governance, staff management and development, service levels and information security, and service and contract management capabilities) that together explain 68.075% of the total variance. Finally, we used a cluster analysis that formed 4 clusters. Among these clusters, three of them were with two universities each and the fourth with the other institutions. The results presented in this paper show that there are similarities in the governance performance of universities in Brazil and in other countries and that there is room for the improvement of corporate and IT governance in these institutions.
